Are Credit Card companies lowering credit limits of credit card holders or is it

I have two Discover credit cards. One for $8,500 and the second one for $800.00. I paid off my balance to zero and Discover lowered my $8,500 Discover credit card balance from $8,500 to $500. I was never late and have been using it regularly for the past four years. This credit card limit decrease happen last month. Yesterday I get a email alert from PayPal credit card stating from $3,600 Master Card limit has been decreased. My PayPal Mastercard credit limit was increased last month from $1,800 to $3,600. Now PayPal Mastercard is saying they are decreasing the credit card limit. I don’t know what they lowered it to but will keep you posted. Never late and always paid on time
